Fieldend is a private estate with private parking bays for residents. The bays are on private land, the bays on the entrance road have been marked with “Reserved” signs to discourage illegal parking.
The Fieldend entrance/perimeter road is not a private road, it has been adopted by the council. Adopted roads are maintained and the public expense. The Highway Management Group maintains the road and is responsible for:
- Coordinating/monitoring street works by utility companies
- Street Cleaning
- Road Markings
The road has a traffic regulation order (TRO), a legal order, which prohibits the use of all motor vehicles (except for access) on the public highway. There are 2 illuminated signs on the entrance road informing motorists of this restriction, unfortunately they are routinely ignored. The traffic order restricts use of the road (including parking) to Fieldend residents and their visitors (personal/trade/delivery etc).
Motorists using the road illegitimately can be prosecuted under Section 36 of the Road Traffic Act 1988. The police are responsible for enforcing this order, the Richmond Safer Transport team:
In the near future these powers will be transferred to the LA.
FRAL are aware of the ongoing problem with parking on the Fieldend entrance road in violation of the traffic order. The board are in regular contact with Newland House School and St Mary’s college asking them to discourage their parents/students from parking in Fieldend.
